Yes, you can learn Spanish in Cuba. What I mean is, in spite of the Communist government of Cuba and the attendant restrictions on travel, you can learn to speak Spanish in Cuba as well as in any other part of Latin America. After all, Spanish is their native language, and there are many schools and Spanish language programs in Cuba. Cuba is an interesting, colorful, sometimes rustic place, and you can go there with a little groundwork in advance. Let me start by quoting from the U.S. State Department's travel site for Cuba (through Travel.state.gov): "The Cuban Assets Control Regulations of the U.S. Treasury Department require that persons subject to U.S. jurisdiction be licensed to engage in any transaction related to travel to, from, and within Cuba. Transactions related to tourist travel are not licensable. This restriction includes travel to Cuba from or through a third country such as Mexico or Canada." What this means is that Americans can't go to Cuba. But there are exceptions, and Americans do go to Cuba.
